Report compiled by Albert Callewaert and Arthur Yim of the Mayor's Inspection Team, initially requested by Mayor Cavanagh in October of 1967, and supplied to the Mayor and Police Commissioner Ray Girardin in December. Produced by two members of the mayor's "study team" named previously and two unidentified DPD office staff. Details nearly every aspect of police preparations and actions pertaining to the riot from a police and city government point of view.
